Microsoft account teams are actively pushing commercial E5 customers toward the new E7 SKU, which bundles M365 Copilot, advanced AI security, and enhanced compliance. As of 2026, there is no government-equivalent G7 in GCC High. Any pricing comparison your Microsoft rep makes using E7 commercial value does not apply to your GCC High tenant. Do not make licensing decisions based on commercial E7 benchmarks until a GCC High equivalent exists on the roadmap.
GCC High licensing is one of the most commonly mishandled decisions in the defense industrial base. The SKU names look familiar, the pricing conversations happen in commercial frameworks, and most Microsoft partners are not GCC High specialists. The result: organizations either overspend on licenses they don't need, underbuy and fail CMMC audits, or get trapped in a commercial tenant that can't support their compliance requirements.
This guide reflects 2026 pricing and SKU availability. Prices shown are list prices through authorized resellers — actual pricing depends on Enterprise Agreement terms, commitment length, and AOS-G or LSP partner rates.
Three tiers are available in GCC High. The right choice depends on user count, CMMC level, and which capabilities you need included vs. purchased as add-ons.

The commercial M365 stack now runs E1 → E3 → E5 → E7. E7 bundles M365 Copilot, Security Copilot, and advanced compliance capabilities that were previously sold as expensive add-ons above E5. Microsoft account teams are using E7 value to justify pricing conversations at renewal.
The GCC High stack remains G3 → G5. There is no G7. Several of the capabilities bundled in commercial E7 are either unavailable in GCC High, on the roadmap without a committed date, or available only as separate add-ons at different pricing.
This creates a specific risk: if your licensing negotiation is being benchmarked against commercial E7 value, you are paying for capabilities that do not exist in your environment.
Request the GCC High-specific product roadmap for each capability your Microsoft rep is using to justify E7 value. Ask for committed GA dates in GCC High — not commercial dates. Until those dates exist, E7 value is a commercial metric, not a GCC High metric.

Microsoft Teams in GCC High runs on Azure Government infrastructure with different endpoints, different Graph API behavior, and features that lag commercial Teams by weeks to months. For organizations migrating from commercial to GCC High, this gap creates unexpected friction.

If your organization handles CUI or ITAR-controlled data and uses Teams Phone, GCC High is the only Microsoft environment that contractually supports ITAR-aligned voice compliance. GCC (standard) explicitly does not provide this assurance. Using GCC for voice in a CUI environment is a compliance gap — even if the calls appear to work normally.

This mapping reflects M365 platform capabilities only. CMMC compliance requires organizational controls, SSP documentation, and process evidence beyond what licensing provides. A GCC High tenant is a necessary but not sufficient condition for CMMC Level 2 certification.
Submit an eligibility validation request to Microsoft. You need a CAGE code or documentation proving you handle government-controlled data (CUI, ITAR, or federal contract work). This is a gated process — you cannot simply upgrade from a commercial tenant.
Under 500 seats: Work with an AOS-G authorized partner (Agreement for Online Services – Government). You cannot purchase GCC High directly from Microsoft at this volume.
500+ seats: Enterprise Agreement (EA) through a Licensing Solution Provider (LSP). All major LSPs are authorized for GCC High EA.
Not every user needs the same license. Frontline workers, shared devices, and limited-function accounts may qualify for F1/F3 Frontline licenses at significantly lower cost. A proper license optimization review before signing an EA can save 15–30% on total annual spend.
Commercial → GCC High migration is not a tenant upgrade — it is a migration project. Mail, SharePoint data, Teams configurations, and third-party integrations all require remapping. Graph API endpoints change. Every integration your team has built against graph.microsoft.com needs to be updated to graph.microsoft.us.
